libdatetime-format-xsd-perl software package provides format DateTime according to xsd:dateTime, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdatetime-format-xsd-perl
libdatetime-format-xsd-perl is installed in your system.
Make ensure the libdatetime-format-xsd-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdatetime-format-xsd-perl *
You will get with libdatetime-format-xsd-perl package name, version, architecture and description in a table
